Why doesn't the DVLA have a V5 type system to record who actually owns a vehicle? Will save trouble with Mr 'Honest officer I only just bought it' and all the faff with 'Oh a V5 doesn't actually show who owns the car'

Seems to be a simple change that would be fairly easy to implement; so why haven't they done it?

They're only interested in who is responsible for the vehicle's use on the road.

In countries where the title actually records legal ownership, selling a car involves visits to notary publics and the like, so it can be legally witnessed.
