What is an engine rebuild?

That question is as open ended as how long is a piece of string.
It depends on why you are doing it in the first place and what you find when you take it apart.
Typically if you are doing it because it is worn out, rare these days, then it will be stripped, clean, measured, anything below service limits replaced, all consumables replaced, bearings, etc and rebuild it.
Race engines gets stripped and inspected to be sure they are not about to explode at the next race, but apart from consumables, little gets replaced if it is ok.

I'm rebuilding a Pinto engine
This is an economy build so I have visually inspected bearings, if any looked worn the crank was measured and new standard fitted
Bearing clearances checked
Bores were honed new rings fitted
All gaskets changed
If you were buying a reconditioned engine you would expect all new bearings, bolts and gaskets and probably a rebore to nearest + size, pistons and rings
They would offer short engine (bottom only) or long which includes head, cam, followers etc
You would responsible for ancillaries such as water pump, belts, plugs, leads, starter, alternator
