I understand that as the S units are in limited demand they are made to order with very specific and different settings from front to rear. 3 weeks seems reasonable to me. Presumably you agreed specific settings with them as you will see from the suspension 'wiki' at the top of the page people have specified different options.
I cannot fault Gaz for their top notch customer service - took my GGPs off on a Monday afternoon, as they were weeping, courier collected them Tuesday, Gaz got them Wednesday, courier collected them Thursday, I had them back Friday. Even though they were six years old, the refurb was done FOC and we weren't even charged carriage. Top guys, they answer the phone, they listen and they try to help.
Friends of mine have had totally the opposite from other damper manufacturers.......
So you have chosen well, and I am sure they will do their best to keep you happy. As said above, it's a relatively small operation, so it's probably manufacturing to order combined with holidays.

Notes on set up -
You will see the little adjuster knob on each damper when you unpack them. 20 clicks from soft (-) to hard (+). Though when they are on the car I can only access 16 clicks. Remember, like tightening a screw or nut, it's clockwise to harden (useful to know when you are lying alongside the car with your arm stretched around the wheel, adjusting them by feel).
Make sure when you put them on the car that you can reach the little adjuster knob without having to take the road wheel off. On a Chimaera that means having the adjuster at the bottom of the damper, facing towards the centre line of the car. Then you lie beside the car and reach around the wheel with your arm, find the knob and adjust.
There is a point, about 8-10 clicks up from soft, where the dampers suddenly go much harder - ie the stiffening isn't linear. I have mine set at 6 clicks (up from soft) for road use all around, but harden the fronts to 16 clicks for track day use, to eliminate the nose diving under heavy braking. I found if I hardened the rears up too the car hopped around hairpin bends on track, and if I ran with the fronts on rock hard on the road I could feel every carelessly discarded matchstick! But you will get a different opinion on settings from every driver - it's a personal thing, as wsell as depending on the stiffness of your tyre sidewalls and spring rates.
BTW, when adjusting the dampers, don't panic about remembering where you are in the click-o-sphere. If you forget where you are, just wind them completely anticlockwise (soft) and then count the clicks as you wind them up again.
