"Three" Mobile network charging

Can anybody tell me what is covered in their inclusive minutes? I found a bit in their Ts&Cs that implies that all land lines and voicemail are NOT included:

Do a ctrl-F "voicemail" and look at the 3rd search result:
"Inclusive voice units in any price plans or Add-ons are for voice calls made either from the
UK or while in a Feel At Home destination to any other standard UK mobile (beginning 07
but excluding certain numbers – see page 8 for details) landlines (beginning 01, 02 and 03)
and voicemail (retrieved by calling 123 from your mobile in the UK)."
Currently on Orange on a 30 day rolling contract but just rang them to find out why I am paying 3x what they quoted to see various bundles I have been opted into but crudically voicemail seems to be 50p/min or something! This is a big add on with a £13 monthly contract!

I'm with 3 and have noticed my bill is more than expected. I've only had one month to check so far but the difference was 08 numbers. They cost a fortune, especially when abroad.
I thought from ads that VM on 3 was free, but http://www.three.co.uk/ says it's 3p/min .However, anything starting 08 is expensive( except for calls to certain Gov't departments such as Pension Service). I've ditched my land line in favour of a 3 PAYG mobile and for 08 anything I find saynoto0870.com is your friend.

It depends which specific contract you're on with Three. I'm on the "Ultimate Internet SIM 200 1m" and it costs me 35p a min to call 084 numbers, even to call Three themselves to sort out a problem.
If you're on one of their newer contacts, taken out after 14/7/2014, then calls to 084 and 087 numbers cost only 5p/min
