HELP PETROL TANK PROBLEM

I am sure the problem is the Pickup pipe that goes down into the tank. It must be rusted and porous.

I feel your pain.
The tank coating should have locked up all fine debris, if it was still in the tank, after the cleaning process. A good friend educated me to throw some counted number of large nuts or bolts into the tank, after the first cleaning, and shake it vigorously, prior to final cleaning, to loosen all scale, varnish, and other deposits.
May I suggest that you plug all holes/metal pipes coming from the tank, and perform a vacuum test, on the tank (not the rubber lines)? Perhaps it's not leaking? Why not check first, as you can do so with the tank in the car (although you may have to move it, a little.
I would suspect that you would see/smell a fuel leak, if there was porosity, in the bottom pipe.
