Did you make the retaining ring with a joggle around the inside so that the rubber boot had a seat?
I would recommend packing it with a good dollop of silicone grease to save stressing the rubber too much as the triangular shaft turns inside it.

In the end I sealed mine with two rubber sealing discs with central Y- shaped slits so it gave six "fingers" for the shaft to poke through. Plus plenty of silicone grease as mentioned.
Seems to work, my feet stayed nice & dry driving home from Blenheim in.the deluge.

I used a tie rap to hold to the column so the boot turns with it
The hole in the plate is slightly smaller than the boot so there is a slight lip seal
The boot is also packed with grease
That way the rubber doesn't get stressed
But anything that keeps the water out is good
