Such an invoice would be pointless, and verges on FOTL wibbliness.
It's not beyond possibilities but you would have to put PE on notice that is what you are going to do beforehand.

A guy did something similar with the nuisance PPI claim phone calls a while ago and secured a CCJ against them for his charge when they refused to pay.

Probably a default judgment. There is no legal basis for such a charge.

Ask the hotel to put in writing (to you) that your vehicle is exempt and they've notified PE of your reg no. Reply once to PE next time you get a ticket, with a copy of said letter (recorded/Special Delivery). Then ignore until they take you to court.

My gym uses parking eye, you just enter your reg in the computer as you walk in and it gives you 4 hours parking. Seems to work quite well - I'm there five days a week for the last 2 months and am yet to receive a fine.
