All rubbish of course... he was CAUGHT because he was driving so slowly it aroused suspicion in members of the public, and he was arrested for failing the breath test!
I'm guessing there must be some threshold on a motorway at which a slow speed would be seen as dangerous... but is it simply a set speed, or speed in relation to other traffic... 40 mph seems awfully slow if you are driving at 70 in traffic?
Should it in fact BE illegal to drive a TVR at such a ridiculously slow speed?

A businessman was arrested in his 150mph TVR classic sports car - for driving just five mph.
John Whelan, 25, took the wheel of his souped-up yellow TVR Chimera after spending the day drinking at a Brecon pub.
Brecon Magistrates Court heard how the quantity surveyor was spotted driving 5mph in a 40mph speed limit zone because he was worried about getting pulled over.
Prosecutor Lisa Jones said: "He was located by police who'd been contacted, not because he was driving too fast or swerving across the road, but because he was driving too slowly at 5mph.
However, is it ever illegal to drive slowly, if no other road user is inconvenienced?John Whelan, 25, took the wheel of his souped-up yellow TVR Chimera after spending the day drinking at a Brecon pub.

I have heard of people being booked for driving too slowly on a motorway. As for on an A road I would imagine it could still stand but i guess it depends on the danger it may be causing.
Truth is, the guy must be a right thicko thinking he would avoid attention by driving a yellow TVR at 5mph in a 40. It would have been less suspect if he was driving at warp speed!!

The best way to draw attention to yourself is to try too hard to not draw attention to yourself

I can't recall ever seeing one though I knew they existed. Any prime examples? One of the major tunnels or bridges? In pre-intoximeter-at-the-station days I stopped a car -IIRC a Rover SD1 - that was crawling along the side of the road & kept bouncing off the kerb. So slowly that I just walked over to it & stopped it. The driver literally fell sideways out of the car.
Slight smell of intoxicants, breath test negative & when asked if he was ill or injured replied that he wasn't.
Arrested for unfit to drive through drink or drugs.
Station procedure and examination by Police Surgeon - the days of urine or blood - he opted to give blood. Was on medication of various types for highblood pressure. Result showed no alcohol and his medication in therapeutic quantities.
No-one had been inconvenienced by his driving & car & all docs in order. Decision was - quite correctly - NFA.

I believe it was the DM who reported the car's value as £20,000! Whilst it's true that you can find Chimaeras on sale at that price at some of the more expensive dealers (cough - HernFurst, cough), that doesn't mean that his was worth anything like that much.
Also, they didn't describe it as a classic car. No, they described it as "vintage"!
