Looking at getting an rx7 with incredibly poor paint. Was wondering if I was to sand the body work down so that all of the peeling clear coat was removed and then have it wrapped is this likely to cause issue later on when it comes to getting it resprayed? and Is it possible?

The areas where the clear has peeled will look different to the areas where it is still OK. Sanding will make it worse as it will further damage the base coat. That's why just re-clearcoating doesn't work.
You'd be better off using the money you'd spend on having it wrapped towards getting it painted.

plastidip may work better than wrap in this instance, as paintman says unless a body guy is feathering all the areas out correctly its goanna look pretty unsightly. Basically you'll see a load of fried eggs as you look down the panels concerned. That's the reason I mention Dip, as you can alter the paint depth in the regions that need it.
Stay away from any sort of gloss if your thinking of doing this, the more matt the better the outcome for poor substrate.
