Happy days. I'd say the vast majority of dogs are friendly. If you get a dog / cat / gold fish etc then you need to be prepared to face the task of looking after and caring for it. If you cannot, then give it away to someone / somewhere who can. Pet licensing should be introduced and regulated. While it wouldn't stop these things from happening (as in the case of the poor cat) at least the stty ttty owners would be easier to be held accountable for.
