Revs Hunting at Idle when cold (video inside)

Any ideas on this vid?
Seems to do it at idle when cold.
Stepper has been cleaned.

Air leak possibly. Have you checked the hose from the side of the plenum to the stepper housing as it sometimes splits? It may also be worth removing and resealing the stepper motor. It would also be worth checking the electrical contacts etc. If you remove the electrical connector from the back of the stepper, the revs will rise. Could be worth checking.
