The Canadian Heritage Museum was originally a private ventue but is now sponsored by the Canadian government; the visit to UK was therfore 'official'. Furthermore the Lancaster crew are a mixture of serving and ex Canadian Air Force. The PDA (Public Display Authorisation) was subject to them operating to RAF rules after having gained approval by the RAF supervisory chain.
The BBMF are not in the business of "displays", they are in the business of preserving the RAF's WW2 Heritage and they are subject to extremely strict rules of flying authorisation and flying supervision. The average warbird operation would never meet these requirements.

It also always displayed with a member of the BBMF flight crew on board as part of that requirement. However what is allowed is the occasional display with the BBMF, this can be seen for instance at Bournemouth on the Sunday when both spits were U/S the ex BBMF Rolls Royce spitfire filled in and formed up with the lancaster for its display.
This has also been seen at Goodwood Revival when they have a mass spitfire formation BBMF will form up with civilian aircraft. IIRC the only stipulation is that BbMF take the lead.

Indeed, makes you weep.If Jerry's Mossie came over, it would likely operate out of Duxford via TFC/ARCo etc., as established links there already.
I can't see Jerry bringing the Mossie over at all tbh, and Bob Jens is very unlikely to bring over his.
