I'd agree with this. Further maintenance on the busy route will likely be taking place in the night. The reason it may not be reported regularly is due to its nature being "when needed" or scheduled very rarely. Often once a year or less.

All domestic waste trains have to have "Warning! Domestic Waste Train" written on the side of each wagon in big blue letters.
Passenger trains from Southend to Liverpool Street have to have "Warning! People from Southend inside" in big green letters. Trains to Fenchurch Street would be similarly treated if any ever got there. I hear that the EU wants passengers names and addresses written on the side in future - the only hold up is deciding the colour of the letters. UKIP purple is favoured at the moment.
