Are there any kit car manufacturers who produce their own windscreens to current EC spec, rather than using a screen from a donor vehicle?

Simple answer is Yes.
Somehow I suspect you want to know more but you haven't said what.

I'm sure there will be others but what are you trying to achieve?

Sylva Autokits had one produced for the Mojo. Not sure where that project resides now, the last I heard it was with a company called Typhoon Sports Cars.

I had the same problem with my Blackjack Zero. It came with a nice polycarbonate screen, but I wanted more protection from the elements and a roof in the future. I spent 2 years deciding the best way to go then 2 months making it. I decided on a Porsche Speedster windshield. You can see lots of pictures and an article I wrote about it on my Blackjack Zero Facebook site. The the pictures are in the photo albums section and the article is in the notes section. See https://www.facebook.com/pages/Blackjack-Zero-Kit-...
I hope this gives you some good ideas. Of course there isn't anything that money can't solve.

I also had a windscreen made to E regulations because my kit couldn't be provided with one, this including having the mould made. Just prepare the ££££
