1.8t Bora turbo failed??

Hi, Got a 02 Bora. Pretty sure turbo has failed as intermittently have massive loss of power, if I pull over and turn engine off then turbo kicks back in...
At min I have a cash flow issue, is it OK to drive minus the turbo or to restart it when it drops out? Or am I in serious danger of doing read damage?
I was quoted about £1000 plus vat which is more than the car is worth, but better the devil you know?
Can I upgrade the turbo is I decided to fix it and strap a bigger one to it??
