Toyota Corolla T-Sport 03' Headlight Power Problem?

Hey guys,

I have an 03 corolla t-sport. I have a problem with the headlights.
when turned on normal beam one powers on little light and the other very dim.
When full beam it cuts all the other headlight bulbs out.

Iv'e tried changing the bulb and one side there is low volts going there?

I read online changing the stalk, but this didnt help.
