If I was to send an introduction letter to house builders letting them know what our services were (Tarmacadam Surfacing) and asking for the opportunity to be able to quote for any surfacing work, would the Quantity Surveyor be the best person to send a letter to.

Either the QS or try and get the name of the buyers or estimators. Some house badgers have a dedicated subcontract buying department.

In reality though without wanting to sound off if you're sending a letter cold I'm not sure you'd attract much attention. Visiting sites in person would be an idea and get into the ribs of the site manager.

I'd date say that many would just include surfacing in the groundworks package anyway? Unless I knew I could get a hefty saving I was always reluctant to split surfacing from the groundworks package. Just causes more aggro in my opinion.

Where are you based, I need a bit of tarmac laying in Warrington?

Based in the Midlands between Leicester and Coventry.
