That's a low beat 21j DG2813 (or similar) chinese movement. As it's 21,600 BPH as opposed to the original Rolex at 28,800 BPH you will see a more pronounced 'stutter' in the movement of the seconds hand. They are pretty robust movements but you can buy one for £20-30 so not exactly high end. It might last 10 years it might last 10 minutes. Often the same movement that goes into cheap chinese knock offs. Unfortunately that's about the best you will find for your budget. And all in all, if the movement dies, buy a new one and get a watchsmith to replace the dead one, should be a 30 minute job at most.
If you do buy it check the HEV valve on the 9 o'clock side. If it's squashy and pushes in then likely you would need the watch opened and the inside sealed with epoxy in order to make it waterproof. If it's solid then its more likely to just be surface decoration on the case itself.

I can't help but think you might be better off buying something like this and having a reasonably good watch from a fairly well regarded brand in its own right
