Jump ship now, or wait until course is complete?

Hello guy's / girls,
So I am looking for a general consensus on what to do and I would appreciate some feedback if you would be so kind?
I am currently working for a public sector organisation and it appears to me the writing is on the wall for the hard Facilities Management department that I am a manager in. There is a real push for streamlining and contracting out services that used to be in house. I feel this will happen in the next 12 to 18 months, whereby the trade team I manage will be either handed over to the winning contractor or be made redundant.
I feel that as there are 4 managers including myself in the organisation, there is little chance of us all being kept on to manage the contract so.... I am currently distance studying for the nebosh diploma. I have completed the certificate in 2008 and I hope to have the diploma complete by the beginning of 2016. I have found this method of study very hard but with the job security weakening I have found renewed vigour!!
I started as a carpenter, became supervisor and then operational manager.
So after that brief history of everything my question is....
Do I jump ship now, and look for other jobs in hard fm? If I do this I don't think I would pass unit b, c and d in time as my nebosh window of study started in October 2010 and will finish in October 2016. I think that all of my energy would go in to the new job and the studying would take a dive. I know, because this is what happened when I became manager!
Or do I hold out where I am, put all of my attention outside of work in to the studying and hope the job holds out until I am ready to leave?
I guess the question is, is the diploma worth alot more, meaning I am a more attractive job candidate or is it just something good to have and won't make a huge difference?
Sorry if this is rambling, it just helps writing it out even! By the way, first post but long time shadow dweller!
Woody.

I see no reason to rush with only one year left on your course and if you do get made redundant then you should receive a redundancy package to carry you over. In general a qualification and experience will carry more weight than either alone.

From what you say, I'd stay put and focus on your studies as well as helping the transition to the new set-up.
A NEBOSH diploma is definately worth having with your practical and management experience.
Use the coming months to seek career advice and build your network within a chosen industry, get your CV vetted and be ready to target your new job market.
What part of the UK are you in?

Hampshire, but I will be looking for roles in London or wherever the best role / experience can be gained.
I know really that the diploma should bring some more opportunities once I have completed it, but I think I underestimated the study time that needs to be really put in to understand the subject material.Thankfully I am on target with it now and I have found my grove with how I study best.
