surface rust

I had to have my frame heated with a blow torch to release my truly stuck seat post. Following this I used a few layers of lacquer to give it a burnt steel look. I've just cleaned the bike and noticed that the back of the seat tube feels slightly pitted and there is a bit of surface rust. Would a suitable course of action be to sand down the effected area and re lacquer with maybe 5 coats?

This is what it looks like. I thought I'd done a good job of lacquering it first time around. Obviously not!
