I would say yes. Even a cheapest set like Fulcrum 3s/Shimano RS80s will make a big difference IMO.
I only bought them when I had lost a certain amount of weight. It was a good incentive to get out on the bike.
I'm after some new wheels for my CX bike, but I am currently unemployed, so I can't justify it at the moment
