Another quoting the age old boring 'company director' and 'frozen sausages' PH line.
Bellend..
Maybe he should ask you to arrange a HAHO parachute insertion of a crack squad of men to 'take out' the miscreant. That would be the Ultimate show of Force.Bellend..
Oh and also, learn to use quotes correctly. Cretin.
Sells cars does he, this geezer ? Then you get a friend to test drive one of his tasty motors (unaccompanied, as he 'needs it for half a day to show his father/wife/granny....')
Then give him a bell telling him he can have his car back once he has paid you. Or you'll regard it as a long term hire.
'Whats that ? You're gonna report it stolen ? Involving the Old Bill ?
Good. We'll all have a sit down somewhere and sort this matter out with a senior officer and my solicitor.
This guy will pay (some) people before he goes bust.
See that you are one of them, otherwise devote your life to fking up his.
Put it down to experience and move on ? fk that !

Report the car as stolen.
Get crime number.
Contact DVLA with crime number and request for new keeper's details.
Approach new keeper and recover car.
This would (theoretically) work, if only you hadn't sent the "pass title" (did he mean property?) email. Although, with my pub lawyer hat on, wouldn't there need to be a consideration for that contract to be valid? Did the dealer pay you even 1p for the title?
The car has not been stolen. It may be as good as stolen, but in the eyes of the law it isn't stolen.Get crime number.

OP, speak to a solicitor and soon. The longer you leave it, the slimmer your chances of recovering what you're owed.
I've sold three motorbikes via Sale or Return, and even taking into account the shops commission, I received more for it than I would have got privately or in part exchange. This is why it is so attractive to sellers, but it is also attractive to the unscrupulous "traders".
Again, like the sellers of stupidly cheap cars scams (like this http://www.pistonheads.com/classifieds/used-cars/p... the buyers from these Sale or Return conmen also seem to be in the military. In all honesty, would you buy a second hand car by placing a large deposit, but not collect it for 3 months (unless the car in question was rare)? The value of most modern cars would have dipped another few hundred quid in that 3 months. Easy to say with the benefit of hindsight though.
Hope you get it sorted-but please, do see a solicitor ASAP. And Trading Standards (not that they have much legal standing), and also the local newspapers. There maybe a desperately ambitious reporter that wants a good story.

You mention in the original post about it being important you are contactable on the day of sale, so that you can pass over title, but there is no mention of this ever actually happening, so by the sounds of it, it's still your car.
