There is no prohibition on changing lanes on the QEII bridge. I never bother and nearly always use lane 1 because most of the time it has less traffic. The trucks keep a steady pace and there are fewer people playing at dodgem cars. Given the 30mph speed restriction on the Kent side where the barriers have been removed there is nothing to be gained by such kamikaze tactics anyway.
