Travel time from LHR to Passport Office

May need to do a flying passport renewal run, can anyone give me a best guess total travel (also maybe best and worst case scenario!) time from Heathrow to the Passport Office which is next to London Victoria station I think.
Assume I can use trains all the way.
Trying to see if I can do it from Dubai - London - Dubai in 24 hours.

This is the way to go. make sure you change at Hammersmith or Barons Court, so you just pick up the District line on the other side of the same platform instead of having to bother with escalators and all that jazz at Earls Court, Gloucester Rd etc.Victoria station has several photo booths and they work at 06.30 in the morning. My appointment was 07.50 and had a new passport 2 hours later (and it was a 4 hour job).
The bonus of taking photos at that time after travelling since 04.30 is that you really do look like your photo after a long flight.

Just printed this off, appointment now booked for 10.45 Friday morning, arriving at 6.35am and flying back out at 9.50pm the same day.Any recommendations for any good boozers in and around Victoria? Need somewhere to park myself whilst they make the passport!
Seems a long way to go for a new passport. You can extend a recent expired passport or one due to expire via the British embassy in Dubai. Likewise you can apply for renewal overseas. https://www.gov.uk/overseas-passports
