No, the police can't arrest people they know aren't involved to measure the reaction of the people they suspect are.

Doing so would be a criminal offence.
Can they claim to have made arrests when they haven't to elicit a reaction?

Theoretically, I can't see why not, but I doubt it would occur. Triggers have their place, but they're not usually based on lies.

As others have said. This is definately no go. However, arresting someone in order to question someone on the basis of ruling them out, after questioning, is acceptable. It can and does happen. IANAL but do have a degree in CJ. My interest in the subject was sparked many years ago for a particular reason.Later, in my 20's I had an incident-not in this Country BTW and In the days of no CCTV, of having to account for my movements-it was very difficult to prove a negative. Can't say I disagree with it though-even though it did make me raise a concerned eyebrow- just in the wrong place at the wrong time-or not, as it turned out. Bodies in The Barrel case, South Australia, if any one is interested.
I'm very interested, could you please expand?

This is bloody awful. Yet another instance of a person going missing, costing a huge amount of resources, and at the end of it all, if/when the poor girl is found (heaven forbid not alive) some scroat/scroats responsible get away with a holiday at Her Majesty's pleasure. It makes me sick that there is a terrible lack of deterrent for criminal activity here.
My heart goes out to her family, well, the members truly concerned.

Well, the death penalty in the USA has made a huge difference - crime levels are much lower over there. Oh, wait...

Sentencing rarely deters crime, becuase scrotes either don't think they will be caught, or don't think.

Total red herring. Most of the USA does not have the death penalty, our perception that the USA has it is an illusion. That's before you begin to consider other differences that may influence crime statistics.

See another two people (a 28-year-old man and 21-year-old woman) have been arrested on suspicion of murder. Sadly I fear this will only have one outcome.

ETA It would appear it is the same two who are currently in custody - rearrested on suspicion of murder.

Have you considered the so called "high USA crime rate", is due to police actually recording crimes properly and catching offenders rather than slapping them on the wrist and sending them on their way.
