VW Golf Mk4 1.4, revs high....?

I drove my partner's 2002 Golf 1.4 for the first time the other day. I was surprised that, in 5th, it was at 3,000 rpm at 60mph. This seems really high to me, is this normal? She says it isn't very good on fuel.
The car is going in tomorrow to a garage for, at 13 years old and 110,000 miles, for it's first cam belt change....
Poor car hasn't seen any sort of service for the last three years (only bare minimum to get through the MOT) and very little for the five years before that. Testament to VW that it is still going.
It has a number of silly problems which I can sort but the biggest is that it can be stiff to get into 1st. Any ideas?

1st gear reluctance can be due to a worn gearbox mount, shift cables out of adjustment or just really old oil. VAG manuals have always been stubborn from cold anyway, but should be OK when hot.
For the tailgate, I had that problem on many old Golfs. The vortex at the back of the car sucks loads of crud into the lock barrel. I usually freed it off by spraying WD40 into the key slot and running the key in and out several times to free off the tumblers. Worth a shot.

sounds spot on...I had a 1.4 16v mk4 for 6 years (my first car) and dispite how painfully slow it was I loved it. At 70mph it felt like it needed an extra gear lol.
Because of this, fuel was piss poor...but that was ok because when I bought my R32 I could hardly tell the difference! haha.
1.4s/6s were prone to weak gearboxes, noisy tappets (sounded loud on idle) and drinking a lot of oil. mine fortunately did neither of these.

So, got the car back. This photo shows the guide (?) which goes around the tensioner (sorry if I'm getting my terminology wrong....)
It has snapped as you can see, and had wedged sideways, with the 13 year old cam belt running across it: see the gouge marks......
