Any idea how it actually actively controls flutter? Presumably very fast moving control surfaces and a correspondingly fast control loop?

Presumably so. I don't think the fundamental flutter frequency is that high actually - probably much less than 10Hz and I think good servos can achieve this for small amplitudes. Obviously if the amplitudes get large, the system has failed to control flutter!

Of course floppier wings have lower frequencies too. I'm not really sure I'd want to rely on servos for avoiding catastrophic airframe failure though...
