No he wasn't. The ticket clearly states it was for not displaying a parking ticket.

Total fail for the muppet concerned. And for the DM.

And for you? Is there not already a thread about it?

Obviously not ,as copy of ticket also says "Tax disc -NONE" .
But then if councils pay peanuts, what else do they expect to employ but monkeys.

So the council hasn't updated the software on its ticketing machines?

Yawn!

I repeat, the PCN was for 'failure to display a parking ticket' Everything else is incidental, although man reckons he has a valid defence.

All just DM BS.

I could be wrong but I the ticket appears to be for failing to display a pay and display ticket, not for no tax disc. I suspect that the parking attendant's ticket machine requires the details of the vehicle's tax disc to be entered - in this case as the car was legitimately not displaying a tax disc the reason for the details not being entered onto the ticket is logged as "Tax Disc None".

Hee hee, the parking attendant would have fun with my vintage car as the tax disc ran out on the 31st December 1930 (it's a replica).

its bks didnt put up a ticket up to much pride to admit he fked up. Using press to batter council in to submission to make it go away.

Update

Many assumptions resulted in the ticket due to not meeting requirement of some sort of parking scheme they have in that neck of the woods for disabled drivers

Utter brainless idiocy.

The tax disc information is for.... information.
They may aswell have used the headline: Driver fined for having silver car even though silver cars are allowed

Nobody has read the article and the ticket properly have they. The Ticket, on the reason for issue, clearly states that the reason for the ticketing is that the vehicle was not displaying a valid RFL. The Pay and Display ticket was not purchased because the Driver had a valid Permit for the car park. The Problem is that the Permit probably refers to the RFL which needed to be displayed to validate the Permit. If the Car no longer needs to display the RFL then that council needs to sort out the wardens and their system!!!

Phil, who had parked at Beacon Quay car park, says he has since discovered the penalty notice was issued because he was not displaying his blue badge.

He said: "I have spoken to a representative at the council who said I had been issued with a ticket because I didn't have my blue badge on show, as I am disabled. Apparently, I have to have the parking permit and my blue badge on show in order for the permit to be valid and not just the car park permit on its own."

If only there was some way he could have been aware of that requirement. Like, I dunno, the documentation from the council?

"Torbay Council offer a car park permit for Blue Badge holders who have reduced mobility to enable them to park in Torbay Council operated car parks without payment. This permit may only be used when the blue badge holder is in the vehicle and the permit is displayed alongside a valid blue badge."

O/T As an aside I saw a DeLorean (the first one I've ever seen on the road) at a local garage with a 1984 Irish tax disc on the windscreen

confused I thought all DeLoreans came with 1985 tax disks as standard?

You're half right

So, the issue is, he had a permit but was still issued a ticket.
The tax disk "issues" is not relevant

And I admit, I didn't properly read the article but went from the headline to the image which shows the headline is wrong.
