Need a new turbo for the daily drive, what are my options?

So the turbo on my 156 1.9jtdm is noisy. (Garret VNT IIRC) It howls on most and I think it's a matter of time before it goes bang. I guess my options are;
2nd hand turbo (£220ish) - which will probably fail...
Replacement cartridge (£150) - I've been told that this will fail as it's only been balanced as a unit in itself, not on boost in it's new housing?
Replacement cartridge (£200) fitted by a "specialist" - So this would supposedly be balanced "on boost" but then there's forum chatter about Turbo Technics being the only people in the country who have the machine to balance VNT turbos?
Recon Turbo (£275) - Seems the best option, even if it is eBay sourced, but given the above, I'm having my doubts.
I'm not bad at wielding spanners, so labour isn't an issue, I just don't want to spending more money on the car in 6 months time because the turbo has failed again. I'm looking for real experience here, not armchair, "internet says" and forum propagated rumours.... If that sounds arsey, sorry, I've been doing a lot of reading and I can't find a straight answer, so I'm somewhat frustrated.

Wonder who dreamt that term up ?
If you dont want to be doing it again in 6 months, then take your turbo off, send it to a reputable turbo shop, and tell them you want it either replaced or repaired as required.
Simple.
That way there will be a warranty in the UK and you can talk directly to them, and they can maybe try and tell you why it failed in the first place in case there is an underlying cause
