Mate of mine was in the MET and the section 5 was what they'd use if they couldn't figure out any other realistic charge. It's a bit like "walking in a funny way" or "having an offensive wife".

Police located the source of the whistling. Apparently it was a leak from one of her pneumatic enhancements.
