Fine for no Insurance

My Son who is a serving soldier received a £100 fine for his insurance expiring on the 19th March. It's for his motorbike and it's been tucked up in the garage for nearly six months (still is) but he renewed the tax in October for 12 months when he received a reminder. Obviously the insurance reminder never appeared or he never recieved it.
He departed to Austria (snowboarding) for 3 weeks prior to Xmas and on return went straight on Xmas leave. Not long after Xmas, he once again went to Austria for another 3 weeks and on return went on two weeks Easter leave (spent in Germany). He has also changed his Squadron since taxing the bike and received the letter today as it's been sat at the old Squadron. Letter was dated 19th March and gave him two weeks to pay a lower fine of £50 but obviously this opportunity passed a little while ago due to not getting the letter. He has no intention of putting the bike back on the road (he SORNed it today) so won't be renewing insurance.
All the above events happened and I'm not suggesting they are good reasons for forgetting his insurance. Wonder if it's worth him trying to object against it, or trying to get the fine back down to £50.

So, basically, he's guilty of breaching the continuous insurance laws, and he didn't know because his post was piling up due to a combination of being on plenty of holidays, not updating the address on his V5C, and not making arrangements to forward his post from his old address?
Just as well he wasn't using the bike after the insurance expired, eh?
