Agreed. He's a moron. I cycle and I think he's got plenty of room there. He is genuinely sad to waste that much time approaching her. He could have moved on but didn't, he didnt look like he was going fast either, nor was it downhill. She's quite polite and well spoken if it was me I would have given in and asked her out. (actually I'm too shy a person to do that)

Like you I cycle as well, whenI can't be arsed to use the car, he was totally out off order, wonder what he does when he is REALLY cut up.

I thought it was a spoof at first when he shouted, but realized it wasn't, searched her numberplate(hoping to find a youtube link) but found this link. People have been discussing him and it seems before he removed his channel he uploaded similar clips, apparently only shouting at kids and women.

That's why he hides round the corner until he sees a young woman get out of the car. He goes onto the car park and positions himself round the corner as the lady parks, then the video skips to where she's out of her car getting bags out of her boot when he goes over to confront her. I wonder what the legal position is regarding a creepy old fat bloke filming women and children while harassing them like that.
