Top dash first then a series of bolts to remove the lower dash.
Think I also removed steering column plastics and steering wheel off would help as a struggled to get my dash off with the wheel stuck in place.

This might help locate the fixings.

As has been said above, though I didn't take off any of the column plastic covers, I just removed the two securing bolts at the top of the column and the steering wheel.
A bit scary the first time, but this is how it looks when out

On the drivers side there is also a bolt that is found under the door seal, has that been removed?

Those are the only bolts that hold it onto the bulkhead (or they were on mine, a 99), one on the passenger side, the m6 bolts around the back that you can see in the pic above and the one on the drivers side.

Have you removed the two bolts from the steering column that go into the lower dash?
