Tiling over pebble covered sauna floorr

Hi folks,
OK bit of a strange one this.
Bought a house that has a sauna. Looks good but it is crap. No moisture barrier behind the wood panels, wrong wood used, naff floor, underpowered heater for the room size, rubbish door (shower door not a sauna door) etc etc . You get the picture!
So in a fit of manly DIY prowess I have decided to rip it all out and rebuild the thing so that it not only looks like a sauna but works like one too.
You never know, I might not even cock it up. We shall see.
Anyway, I want to re-floor it too. It is currently floored with pebbles - the one you get stuck on a think mesh backing layer and you just lay them like tiles.
Question: Do I need to lift all these bloody pebbles before I can re-tile or will I be OK to simply tile over them?
Any thoughts / tips from you experts?

Cant help with pebbles, but if you need assistance with Sauna itself, I know a lot of people who have built them to their own specs.
Kind of helps OH is Finnish and I know a lot of them, if you want to know anything from the experts, then I can find out.
Are you going for wood/electric/IR? Im assuming you are not a smoke sauna person so that would be off the list.

I spoke to the builder we have used on other jobs and he said the same thing too.
As for advice on the actual Sauna design thanks for this offer. I have done a chunk of research on this and have hopefully got most of the critical info. Have also found a few seemingly reputable suppliers of sauna building materials so fingers crossed I'm at least close to getting the specs right. I actually work for a Finnish company so do have access to plenty of advice in this regard. Will definitely have to be an electric heater unfortunately. Would love to do the whole smoke Sauna thing but this is a step too far just now.
