Although I fully understand the OP's rage and desire for vengeance, in his shoes I would be cautious about taking measures into my own hands. Use of violence or criminal damage can easily backfire. Especially if the OP has anything to lose (a nicer bike? a good job that might be lost with a convincing for assault?) Of course taking revenge could lead to a feud and more violence/damage. Often the thoughtless SOBs that cause such damage have much less to lose and that puts the innocent party at a big disadvantage.
One of my many gripes about our society is that often the scumbags seem to get away with their behaviour and there seems little that can be done to stop them (unless you yourself are an even bigger scumbag and so outside the law).

Be careful etc etc
As I'm sure you know, Fleegle, revenge is a dish best served cold. You could (and you would have my entire sympathy/support, because I've been where you are), front out the scooterist. However, it has to be said that there is the slight possibility of that going bad.
Or, if you know the bike, wait a few days/a week, to kill off any association with you/your bike, then apply any or all of the suggestions elsewhere in this post. Perhaps with a note explaining why.
Whatever you decide to do just bear in mind it has to be proportional.
Bell end or not, you can't just vent your frustrations at dozens of other idiots on one individual.
The hugely inconveniencing but largely costless things like expanding foam, faeces on the seat, or the banana in the tailpipe are all classics.

Im hoping I see the ignorant tomorrow so he has the opportunity to do something to rectify this issue. Failing that, I won't be posting my next course of action
I think that is the correct way to deal with it. Pull the wker and if he doesn't offer to repair/replace the damaged panel then he deserves all he gets.Esceptico said:

Bay war scars. Don't look at it for a week and see if you are still mad. Doesn't look that bad...bit of polish, an' that
Are you certain you know which bike+rider did it? Even if are confident in the evidence of the contact culprit, it could have occurred as the result of another party deliberately moving/knocking Mr Scooterist's bike in to yours. Might even have been someone either trying to move your bike or messing about sitting on it.
Of course I will still be mad. A bit of polish doesn't mend a 70mm crack that you can see light through and replacement fairings on an 18 year old bike aren't so easy to get hold of!Are you certain you know which bike+rider did it? As for being certain, my years of observing scooter parking in bays has left me with a sixth sense that fails to be outwitted
Only thing I would add is bear in mind that the scooterist may be innocent. I've returned to bike bays in London to find my bike moved up against another bike. It certainly wasn't me that parked it touching, and it had definitely moved!
London is a st place to park. I've had my bike moved outside of a bay, an old CBR leaned with it's clutch lever digging into my seat and deforming the seat cover, bikes left touching mine on either side, paint scratched, etc. Thankfully we moved office and I now have my own bike bay in the underground car park :-)

My bike hadn't been moved, of that I am 100% certain. This was pure ignorance. He hadn't even parked in an orderly and straight fashion London is a st place to park. I thought what Esceptico said was very balanced and mature actually.
I have neither stated that I will chin the or will cut his brake lines. You are all assuming the worstI can be balanced.
Now please don't hurt me. I've never even owned a Scooter!
