Repairing shrinkage

Our house is now a couple of years old and I'm making my way round with the filler and sandpaper before painting. All good so far.
What do I do with these bits though?
I've a feeling I should be removing the silicone to start over, but I have form for not being able to neatly remove the stuff. Any tips?

Snap off knife like that with a sharp blade. If you go slowly/carefully, you should be able to keep the blade flat to the PVC/wood (not sure if that's a window trim or some architrave etc?) then cut it all out. Won't matter if you gouge the plaster a bit, as the next sealant will cover it
That looks like the plaster hasn't had a mist coat and that is why it has pulled off so easily when the silicone has moved?
