Replace shed / greenhouse with brick store

In a conservation area

Have a 10'x8' shed with a 10' greenhouse extending from one end of the shed (no shed wall at that end)

Would like to replace with same size brick built store for bikes / mower / garden paraphernalia / etc

Can I just crack on, or do I need planning or building control or?
