Simple answer is yes, that's a large surface area on the underside of that roof, a strong wind in the right direction will hit your fence and travel up lifting the gazebo.
Wind has a lot of power on a large surface like that.
And once that structure moves it will do a lot of damage to whatever it hits, objects or people.
