Looks like someone has used some aggressive wheel cleaning product and not rinsed it off quick enough. That doesn't look like oxidization, it looks like a chemical has attacked it.

What's been used to wash the wheels and how?

Four central locking nuts at a OPC are around 900£.

Definitely the wrong cleaner used,,, or the wrong cleaner left on too long before being blasted buy the jet wash. If you look around a OPC show floor at these anodised nuts you will see some like this, such a shame.

I only use PH neutral snow foam on my car...

Can these things be repainted or do you have to buy new?

I really do not think that would be possible..

I would like to try and clean a set up though. Maybe the vinegar trick ..

When I bought my 997.2 turbo the centre locks were in a similar situation. I suspect the previous owner had used corrosive substances on the wheels. In the end nothing would sort them out apart from lots of elbow grease, Autosol, very fine wire wool and the use of a Dremel polisher. They now look much better but still not perfect. The difficulty is avoiding touching the wheel surface with anything that might scratch them. To do the job properly you’d need to remove them completely but obviously that involves getting hold of a seriously heavy duty torque wrench.

No point in widging if you've let some Eastern Europeans use brick acid to clean your wheels...
