M4 Westbound between M25 and Jct 5

Does anybody know what is going on with the scameras that are housed in the second over head signage 'thingy' (Sorry it's too late for anything more intelligent!)
There are no speed camera signs within 3 miles of them heading west on the M4 and the single Gatso seems to move throughout the lanes. Also seen people in the 'thingy' working away on them.
Are they active or are they there for testing? Do they need to have signs within a certain distance of them?

Yes, the radar appears to be live. Yes, there has been plenty of work on this gantry for the last month or so.

No, I haven't received any tickets. I've seen this camera passed at 90mph without a flash going off.

No - none of us have a clue what this one is about!

There are no rules, only guidelines.

Cameras can and are placed anywhere the scamerati think is a good spot to earn money.

I'm fairly confident this is not a live money earner - but some kind of test...

Maybe not yet an earner, more likely a dummy run to work out likely earnings and thus prove a business case.

Just it take pictures through sunroofs?

Edited to add - what's the point in developing equipment like this if the government is likely to lose at the ECHR? Doesn't make sense to me...
