Police van or not ?

I've been snapped by an unmarked white van with a blackened rear window with a camera inside. Unmarked, is that a police van housing a police officer or is it some form of outsource operation ?

Havent heard of it being out sourced, not sure if it could be.

Locally a small blue sign behind the van states

POLICE CAMERAS, SLOW

No, the camera was inside the van behind blacked glass. No markings on the van, no police officer ot camera visible.
