What's going on?

I do a Ctrl-Refresh on "What's New?" and it is since 14:34 (ie. now) then Ctrl-Refresh again and it's since 11:53.
Posts (and indeed whole threads) are appearing, disappearing and reappearing at random.
Someone just posted a "Groundhog day" thread which I assume is also on this topic, but when I clicked on it I got "Oops! That topic is no longer available".
What's going on?
