Translation: "further check" = first time anyone has looked at the evidence

Translation: "human error is extremely rare" = we have a process that is error-prone, but we're not going to change it.

Translation: "Mr Shirley's case would not lead to any more general review of prosecutions arising from speed cameras" = we've probably made the same mistake with lots of other people too but we'd rather not look unless someone makes us
