Can someone please help me. Lets just say I bought my 944 and clocked up a ticket but the original owner did not change the 'registered keeper' status with the DVLA until after the fine was issued. The original owner then received my ticket. Who is liable to pay? If the original owner then changes the registered keeper to me am I then liable? The issue here is that I did generate the ticket but it has gone well passed the original £50 before I found out. Any views would be appreciated? Cheers Chris
Schedule 6 (1) Road Traffic Act 1991 (PCN's etc)
Notice served on the person who appears to them to be the owner of the vehicle when the contravention occurred (DVLA records).
Schedule 6 (2) Recepient of the Notice has grounds to reject the Notice on the fact that he ceased to be the owner before the date of the contravention and MUST declare to whom the vehicle disposed to.
LA will then, if they accept, send Notice cancelling the original Notice and start pursuing the current owner for their Lb of flesh.

Under normal circs' I'd be inclined to your view.
But I have access to a disabled badge at the house I was caught outside.
The crux of the matter, appears to be;
the 30 Seconds it takes to jump from car- fetch badge & plonk it in windscreen.
All before, some social leper in a North korean police outfit
runs out from his hiding place,
and slaps another ticket on car.
the last time it happened, he was on a scooter apparently the whole time he wrote the ticket
I won that round!

That notice to owner in not worth the paper its printed on.
It does not complie to the road traffic act
the act states that you have 28 day from the date of service to pay
there must be 2 days added for first class post 5 for second class.

post a scan of the ticked back and frount theres a good chance that aint worth the paper its writen on as well
as not many bent councile have managed to get one right yet.

that have to keep a copy anyway request from them

Sorry am I not reading this correctly - he parked illegally and got a ticket. Wether the previous owner sent on details are not don't count for much in my book. However, I do agree that only the original sum for the fine should be paid and no late payment penalty.

in rich 36 case its is inmaterial wheather he parked ilegal or not
they have not followed the law in claiming his cash
point 1 its not a fine in rich36 case as its a DPE area
that not my words that NPAS statement to get aroung the BIll of rights
at the moment DPE ie decrimolised parking enfoucement where coucils have took over enfoucement and they are on a biger money makeing scam that the speed cam lot.
in there greed hardly any of them have manage to do it right or legaly and it is on the verge of colapse at the moment
the notice to owner that has been posted legaly is not a notice to owner because it does not conform to law as set out in the road traffic act
most of the councils that are involed in DPE have made same mistakes as well as othere and still contuinued to ilegaly colect money when they knew they were obtaining money by deception.

yes it is his problem if he had failed to inform dla he sold it.
one thing is you tikect isued by a councile running in DPE arear or a traffic warden.
as it can get complicated
if its a private car park I would tell em to spine on it
if it a DPE area i wouldent worry about it as there is garanted to be grounds to get out of the ticket no mater who they sent it too
theres more holes in DPE than a dart board.
if isued by a traffic wardent then chance are there be chaseing him for it as hes legaly ablyed to inform dvla of sale
incdently who has the ticket been sent too ?
him or you if its him it aint your poblem until they send one to you.
