Rapid Roadworks

Will charging utility companies just mean rushed jobs?

Not sure how it is in London, but here in Merseyside, I am fed up with daily delays from roadworks which go on for week after week. There is never anyone there at 8.00am, and they have long gone by 4.30pm. Why can''t they work longer days/24 hrs (these are not residential areas)to get the job finished. I support the idea of charging them for road rental, as the economics may tip things back in favour of the motorist.
