What modifications would need to be made to the Elise to make it street legal in the United States?

It would be extremely difficult to make a current euopean elise road legal for the US. Currently there seems to be a clamp down on elises on the road that are operating in a grey area of imports.

Much, much easier is waiting 15 months and buying one from your local Lotus dealer. Most are taking deposits now. The waiting list suggests that the first years production may already be sold out.
