Did Urs Urbacher use 90% nitro to set the records?

When Urs set the European et/mph records at the Eurofinals, it's reported he had 90% nitro in the tank. If this is so, are the European fuel cars unrestricted in the nitro percentage they can use?

I stand to be corrected, but I believe its 93% max with Nitro.

In 2006 (and 2007) the maximum allowable nitro percentage in FIA Top Fuel Dragster was 90%.
