Has anyone found a device, or method of draining the cooling system without having to remove a hose to do it? Such as a in-line spigot.

I never thought to check for a drain spigot, is the car without one?

I haven't found one, and I've run the engine.
Just sent you an email re:the inspection panel

There is a drain in each side of the block. It's positioned half way down the side just above the pan rail.
They are not very large so it would take a while. They could be fitted with taps but that would reduce the flow further.

The machine shop used them to feed air pressure into the block to check for cracks. Will see if I can still access them to put small spigots in them. I remember a lot of English engines used to have a similar system.
What I'm also going to investigate is one that will fit into a lower hose that feeds into the engine.

The two plugs in the block are not at the lowest point in the system though, so opening them wouldn't drain down the whole system. I just slid back the hose on the right hand side of the radiator and removed the two plugs on the block to ensure that airlocks didn't leave water in the block. If memory serves me, you'll need a 9/16 spanner to remove the plugs.

Sliding the hose back is only a case of slackening off two jubilee clips, so it's no great ordeal.

If you remember British engines with brass taps in the side of the block you must be as old as I am.

Your not old just well seasoned Besides your only as old as you think you are, and anyone driving an Ultima can't feel that old.
