Setting up an on-line forum

Question on behalf of Mrs Restoman (Restowoman?) how do you go about setting up an on-line forum (not car related) and what are the costs?

Most hosts provide a mySQL server instance for the data and Register 1's VDS Pro may even come with a forum application.
