My 2p worth.
I removed the pre-cats from my Chim 500 and percieved an improvement in pick up and mid range performance.
Followed by a Mark Adams re-chip and a definate increase in performance.
BTW also fitted a "sports" exhaust (new system with a shorter centre box)and have regularly been noise tested at track days at 95/96 db.

However I've done the same thing (but with a modified exhaust) and been tested at 105db!

The method of modifying the original by taking out the stuffing can result in some pretty loud readings.
The system ive got is a complete replacement which seems to be bassy but not loud , if you know what i mean .

Although I have not done it myself pre cat removal is done to make the car sound a bit better, power increases are according to the experts probably marginal if any.
Pre cats are there to help emissions of the car on start up (warm up), probably some European law which car makers have to adhear to. However once the car is warm passing the mot with only the main cats in place in theory should be ok.
Please remember that if you plan to sprint or do any track days you may have problems with noise if the pre cats are removed.
Some people take the pre cats out and put a sports exhaust on too, I am sure that this sounds very nice however its probably going to fail some track day noise limits. The car may become annoyingy noisy on long journeys too. Question of how you want to use your car I guess.
Oh and from what I hear pre cat removal is a bit of a bitch of a job if you plan doing it yourself. One of the reasons (as well as needing it to be quiet enough to go sprinting) why i shyed away from removing the pre cats on mine!
Hope that this helps
cheers

Recently had Peninsular take out my precats and after removing rear silencers baffles replace them with straight through pipes - sound is fantastic with no obvious loss of power.Cost me £170 and recommend highly - I even turned a few heads this morning up at Combe when the F3 guys were tracking free time!
